Insight - The 67th International Astronautical Congress

In the last week of September, SWF staff attended and participated in the 67th International Astronautical Congress (IAC) in scenic Guadalajara, Mexico. Every year, the International Astronautical Federation (IAF), the International Academy of Astronautics (IAA), and the International Institute of Space Law (IISL) organizes the IAC, an annual meeting of many international actors involved in space sector activities consisting of plenary sessions, lectures, paper presentations, and meetings. As well, a large exhibition runs concurrently. The congress is attended by the agency heads and senior executives of the world's space agencies, along with academics, researchers, industry and commerce executives, students, and young professionals.This major gathering of space professionals from around the world is held in a different part of the globe every year; previous IACs were recently held in Jerusalem, Israel; Toronto, Canada; and Beijing, China.  Roughly 6000 people were in attendance at this year’s IAC...continue reading

SWF Supports Latin American Satellite Data Requirements Meeting in Curacao

A broadly representative team of professionals from several Latin American countries met with the WMO and NOAA for a "train the trainer" event to enhance participants' capacity in using GEONETCast data to improve disaster response and mitigation in the region. Consistent with SWF’s efforts to apply principles of cooperative governance to space and space-based applications, the meeting also sought to define meteorological user needs in the region and to support development of an integrated operational distribution system to meet them.

Digital Elevation Model Development Workshop Held in Nepal
Working in cooperation with local, regional, and international agencies, SWF supported regional participants to attend a capacity building workshop designed to apply 30-meter digital elevation model (DEM) data to mitigating the impact of wild water disasters in some of the world’s most vulnerable regions.

SWF Focused on Space Traffic Management and Small Satellites at 2016 AMOS Conference in Maui
SWF made significant contributions to the 2016 Advanced Maui Optical and Space Surveillance Technologies Conference, held in Hawaii. SWF actively participated in the Policy Forum held at the beginning of each day of the conference. SWF Technical Advisor Brian Weeden moderated a panel discussion on space traffic management on the first day. On the second day, SWF partnered with the Maui Economic Development Board to hold the fourth-annual AMOS Dialogue in Maui to foster dialogue on SSA policy issues. This year's Dialogue focused on small satellites and the steps that both small satellite operators and SSA providers can take to improve detection, tracking, identification, and conjunction assessment for small satellites.

SWF participates at 10th United Nations Workshop on Space Law
SWF Project Manager Chris Johnson presented at the 10th United Nations Workshop on Space Law, “Contribution of Space Law and Policy to Space Governance and Space Security in the 21st Century,” which was held in Vienna, Austria and organized by the UN Office for Outer Space Affairs (UNOOSA). Mr. Johnson presented on new actors in space, with a focus on the role of private industry and the need to take their views and considerations into account for future sustainable governance. SWF Contributed to the 2016 AIAA Space Forum in Long Beach
SWF staff participated in the 2016 AIAA Space form held in Long Beach, CA. SWF Executive Director Dr. Michael Simpson, SWF Technical Advisor Brian Weeden, and SWF Project Manager Ian Christensen all participated in the Space Commercialization Executive Summit, a joint event produced by the American Institute of Aeronautics and Astronautics (AIAA) and Aviation Week Network to foster an evolving and growing space economy. Mr. Weeden also moderated a a panel discussion on space traffic management (STM). A video recording of the panel can be found here.

SWF Supports Space Generation Congress 2016
SWF’s Project Managers Chris Johnson and Krystal Wilson served as technical experts at the recent Space Generation Advisory Council’s (SGAC) 2016 Space Generation Congress (SGC) in Guadalajara, Mexico. This year’s SGAC was the largest yet, with over 150 students and young professionals participating over three days of high-level lectures, working groups, cultural events, and networking opportunities. SWF is also a Gold Level sponsor of the SGC.

SWF Contributed to the 67th IAC in Guadalajara, Mexico
SWF attended the IAC in numerous capacities, including: presenters, rapporteurs, IAF voting members, IISL officials, and members of IAF committees. This year's staff papers, by Brian WeedenIan ChristensenKrystal Wilson, covered topics as diverse as using Earth observation to meet the United Nations Sustainable Development Goals, future issues of commercial space sustainability, and possible consequences of debris detection, mitigation, and removal. Chris Johnson served in his capacity as assistant executive secretary of the IISL, rapporteuring sessions of the IISL colloquium, the IISL general assembly, and the IISL board of directors meeting. SWF was pleased to meet with and support the presentations of this year's Young Professionals Scholarship Winners from Germany, India, Indonesia, Italy, Nigeria, Turkey, and the United States. Their papers can be found here. The goal of this sponsorship is to grant the opportunity for young professionals to further their professional development and to inject new ideas into the space community. SWF would also like to thank Mr. Hans Hermann for his additional financial support for this effort.

Chris Johnson gave a presentation at the International Bar Association (IBA) 2016 Annual Conference in Washington DC in a joint symposium between the IBA’s Space Law CommitteeHuman Rights Law Committee, and Immigration and Nationality Law Committee. His presentation is available here.

Brian Weeden Participated in the Kick-Off Meeting for the McGill Manual on International Law and Military Uses of Outer Space
Brian Weeden attended the first meeting for the Manual on International law Applicable to the Military Uses of Outer Space (MILAMOS) Project in Montreal, Canada. The meeting was organized by McGill University and Adelaide University, the founding institutions in the MILAMOS Project. The purpose of the project is to develop a widely-accepted manual, like those that exist for other domains such as maritime and cyber, clarifying the fundamental rules of international law applicable to the military use of outer space, in times of peace, as well as in periods of tension and in outright armed conflict.

SWF Welcomes Krystal Wilson
SWF is pleased to announce that Ms. Krystal Wilson joined our staff as a Project Manager last month, barely settling into SWF's DC office before joining the rest of the team in Guadalajara and presenting at the Space Generation Congress and the IAC. Ms. Wilson will focus on the Human and Environmental Security initiative, which promotes improved governance and cooperation in the delivery and use of information derived from space systems. Ms. Wilson brings with her 10 years of international and domestic space, public policy, and management experience.
