Key Takeaways from the Virtual Event
1. Strengthening Regional Cooperation for Space Sustainability
Latin America’s growing space sector faces unique challenges in ensuring the long-term sustainability and security of outer space. Speakers emphasized that regional cooperation is crucial for enhancing access to space and advocating for shared interests in global forums. Márcia Alvarenga dos Santos (AEB) highlighted Brazil’s partnerships with Argentina and other regional players to advance satellite development, while Juan Cruz González Allonca (CIEE) stressed the importance of strengthening Latin America’s collective voice in discussions at the UN Committee on the Peaceful Uses of Outer Space (COPUOS).
2. Addressing Security Risks in an Increasingly Crowded Orbit
As more countries and commercial actors enter space, concerns over the weaponization of space and debris management continue to rise. Carlos Foradori (Argentina’s Permanent Representative in Geneva) underscored the growing geopolitical tensions in space and the division among nations over whether to establish legally binding treaties or voluntary behavioral guidelines. Hellmut Lagos (Chile) outlined efforts to prevent conflict in space through international frameworks, noting the importance of defining responsible behavior to mitigate risks.
3. The Private Sector’s Role in Space Governance
The commercial space sector has an increasing role in shaping responsible space practices. Luciano Giesso (Satellogic) emphasized that private companies—especially newer entrants in the “New Space” industry—are prioritizing sustainability through measures like active debris removal and controlled satellite decommissioning. He also highlighted how companies like Satellogic contribute to disaster response by providing real-time Earth observation data to global relief efforts.
4. The Need for Public Awareness and Policy Engagement
Despite Latin America’s growing presence in space, public awareness remains a challenge. Márcia Alvarenga dos Santos (AEB) noted that many people in the region are unaware of their own country’s space programs, limiting public and political support for long-term investment. She called for better outreach to educate communities about the benefits of space activities, including their impact on environmental monitoring, resource management, and national security.
5. Future Directions for Latin America in Global Space Policy
Speakers agreed that Latin American countries must deepen engagement in international space policy discussions. Hellmut Lagos (Chile) stressed that while the region has been active in global negotiations, better coordination between governments, private industry, and civil society is needed to maximize Latin America’s influence. Efforts to integrate space governance into existing regional cooperation mechanisms were highlighted as key to ensuring sustained participation in shaping international space norms.
