Victoria Samson Testifies Before U.S.-China Commission on China’s Space Diplomacy & Security Posture

On April 3, 2025, Victoria Samson, Chief Director of Space Security and Stability at Secure World Foundation, testified before the U.S.-China Economic and Security Review Commission during the panel, "Space as a Contested Domain." Her remarks focused on China’s diplomatic approach to outer space, its positions at multilateral forums like the United Nations, and the strategic divergence between China and Russia on space security issues. She also detailed China’s growing counterspace capabilities and highlighted concerns over U.S. underinvestment in science and civil space programs—warning that such gaps could allow China to surpass the U.S. in critical space leadership. Samson emphasized the need for international coordination on safety issues such as lunar communications and orbital collision risk while calling attention to structural barriers like the Wolf Amendment that complicate U.S.-China engagement.
