Dialogue on Navigating Shared Challenges in Deploying Large Constellations Held Between U.S. and Chinese Stakeholders

Secure World Foundation (SWF), the Chinese Society of Astronautics (CSA), and Caelus Foundation (CF) co-organized the Space High-end Dialogue Series 2023: Satellite Constellations for Connectivity and Societal Infrastructure: Perspectives on Navigating Shared Challenges in the Path to Successful Deployment, as a virtual event.  This event, which was part of our ongoing series of dialogues exploring perspectives on space commercialization in the U.S. and China, exchanged viewpoints on the benefits that satellite constellations might offer for society; and the need for a sustainable orbital environment to enable those benefits. A key theme during the Dialogue was the need for coordination mechanisms between US and Chinese space operators to ensure safety in space operations.   Participating organizations included Amazon’s Kuiper Project, Iridium, Kayhan Space, and SpaceX in the American delegation, and Beijing Institute of Technology, Changguang Satellite Technology Co. Ltd., EMPOSAT Co., Ltd. and Galactic Energy Co. Ltd in the Chinese delegation.  The event was held on a not-for-attribution basis under Chatham House rule; and included some participants who had attended prior sessions in the Dialogue series.
