Insight - A retrospective look at 2022

As we approach the end of 2022, we look back on a year of news headlines that have shown us the most inspiring and also the most destructive sides of humanity.  This year has reminded us just how fragile peace is, and how terrible a world without peace can be.  Let me hasten to add here that peace is not just the absence of conflict, but that it also goes hand-in-hand with a commitment to justice and the resolution of discord by peaceful means. These notions of peace and justice may sound very far removed from what space is all about, but in fact they lie at the heart of addressing the many governance challenges posed by our activities in space, which is a shared domain that is becoming increasingly congested with operational satellites, contaminated by space debris, and contested by rival state and commercial actors.  Secure World Foundation’s vision is the secure, sustainable, and peaceful uses of outer space contributing to global stability and benefits on Earth.

SWF Signs Up to Support "Net Zero Space" Declaration
Secure World Foundation (SWF) is proud to join stakeholders from all over the world in supporting the "Net Zero Space" declaration put forward by the Paris Peace Forum. This initiative seeks to curb the current growth of orbital debris as part of a wider effort to achieve truly sustainable uses of outer space for the benefit of all humankind by 2030. SWF applauds this initiative and the diverse array of government, industry, and academic actors that have participated in it. Read More

Conversations on Investing & Space Sustainability: An Occasional Podcast Series on Space Sustainability
Episode 4's guest is Nishan Degnarain, the CEO of EXO Solutions and Former Chair of the World Economic Forum Global Agenda Council on Oceans. In this conversation with Nishan, recorded on December 2nd, 2022 the themes discussed include sustainability in comparison between the ocean and  space domains, development of effective environmental, social, and corporate (ESG) strategies in new investment sectors, and the opportunities for growth in sustainable space activities.

SWF Co-Organizes Space Security Conference in Geneva
SWF was happy to co-organize with the United Nations Institute for Disarmament Research (UNIDIR) "Outer Space Security Conference 2022 (OS22)." This two-day flagship event provided a unique forum for the Geneva-based diplomatic community - as well as visiting experts from military, industry and academic backgrounds - to discuss how the space domain has evolved and consider policy options to enhance space security. This event was organized with financial and organizational support from the Governments of the People's Republic of China, the Russian Federation, the United Kingdom, and the United States of America, as well as the Foundation pour la Recherche Stratégique (with the financial support of the European Union). November 11-12, 2022
SWF Participates in the 2022 Paris Peace Forum
SWF Director of Private Sector Programs, Mr. Ian Christensen, represented SWF at the 2022 Paris Peace Forum. Mr. Christensen moderated the Roundtable on "Collision Avoided: Cooperating Globally to Mitigate Risks of Collision in Orbit," which discussed the outcomes and policy recommendations of the working group organized by the Net Zero Space Initiative on improving modeling of collision risk in orbit. A recording of this session is available here. SWF is a member of the Paris Peace Forum's Net Zero Space initiative. Mr. Christensen also spoke as part of the Roundtable on "Operating Safely and Sustainably on the Moon: A Case for Enhanced Information Sharing." The 2022 Paris Peace Forum was also the venue for the "Space High-end Dialogue Series 2022: Constellations Guide the Future" event. This invitation-only event, held under Chatham House rule, was hosted by Secure World Foundation, Caelus Foundation, and the Chinese Society of Astronautics as part of an ongoing series of dialogues exchanging U.S. and Chinese perspectives on the commercialization of space. The Dialogue specifically discussed the benefits that satellite constellations might offer for society.

Victoria Samson presents to ROK-UN conference on threats to space security
SWF Washington Office Director, Victoria Samson, virtually presented at the Republic of Korea - United Nations Joint Conference on Disarmament and Non-Proliferation Issues. Her panel, "Expectations for the UN Open-Ended Working Group on Reducing space threats through norms, rules, and principles of responsible behaviours," included discussants from the governments of the United States, Republic of the Philippines, and Australia. Her presentation, "Threats to Space Security, Responsible Behavior, and the UN Open-Ended Working Group," can be found here.

Krystal Azelton Participates in the 2022 COMEUP Conference 
SWF Director of Space Application Programs, Krystal Azelton, participated in a panel on the space industry at the 2022 COMEUP Conference in Seoul, South Korea. The session, entitled "Startups for Planet Earth 3: Why Returning to Space?" also featured Sisoo Park, Correspondent for SpaceNews, and Dong Yoon-Shin, CEO of Perigee Aerospace. They discussed the importance of space for Earth, market trends, launch, and opportunities for start-ups.

Space: Technical Considerations
Victoria Samson participated in the workshop "Space - Exploring NATO's Final Frontier," jointly organized by Headquarters, Supreme Allied Command Transformation (HQ SACT) of NATO, the University of Bologna, and the Istituto Affari Internaztionali (IAI) of Rome held in Bologna, Italy, on Nov. 10-11, 2022. Ms. Samson presented on "Space: Technical Considerations." 

November 13-14, 2022
Peter Martinez participates in APSCO Leadership Development Forum
SWF Executive Director, Dr. Peter Martinez, participated in APSCO’s Leadership Development Forum in Islamabad, Pakistan, where he delivered two invited presentations. The first was titled "An Overview of the Threats to Space Systems and Multilateral Efforts to Address these Threats “ and the second was titled “Important Aspects Related to the Sustainability of Outer Space Activities” Dr. Martinez met with the leadership of APSCO and discussed potential areas for future cooperation between SWF and APSCO.

Space Governance, Norms, and Autonomy at 2022 AIAA Autonomy in Space Summit
SWF Director of Program Planning Dr. Brian Weeden participated in the 2022 Autonomy in Space Summit, held on November 16, 2022, in Washington, DC. Dr. Weeden gave an invited talk with an overview of space governance and norms, with a focus on current initiatives and how they related to increasing autonomy of satellites. Dr. Weeden then participated in a panel discussion on the use of autonomy to address the increasingly crowded space domain, including for identifying and avoiding close approaches between space objects.  The panel discussed the challenges with increased autonomy and areas where additional R&D investment was needed to support future solutions.

Victoria Samson speaks on POLITICO Panel with Congressional Reps

Victoria Samson spoke about the current state of space security and stability at Politico's Defense Summit 2022. She discussed space threats and the role of multilateral organizations in shoring up strategic stability and identifying norms of behavior. The other speakers on her panel, "The Space Frontier," were Rep. Jim Cooper, Chairman, Strategic Fornes Subcommittee, House Armed Services Committee, (D-TN); and Rep. Doug Lamborn, Ranking Member, Strategic Forces Subcommittee, House Armed Services Committee (R-CO). For more information, including the full video, please visit here.

Krystal Azelton Moderates Panel at the Space Industries Workshop at APRSAF-28
Krystal Azelton moderated a panel entitled, "Satellites as Enablers to Create New Values for Our Society" at the Space Industry Workshop. This workshop took place in Hanoi, Vietnam as part of the 28th Asia Pacific Regional Space Agency Forum. Featuring Adila Abdul Satar from Amazon Web Services, Hideto Yamazaki from Sakura Internet, and Hiroaki Miyoshi from NEC, this session looked at the value of space applications for governments, businesses, and consumers, challenges for promoting the satellite uses, and their possible solutions

Victoria Samson Participates in Track 1.5 Dialogue on Space in Australia
Victoria Samson participated in a track 1.5 dialogue on space held in Sydney by the Australian Strategic Policy Institute (ASPI). This dialogue was intended to bring together government and non-governmental experts from Australia, Canada, New Zealand, the United Kingdom, and the United States to discuss the evolution of the space domain and how like-minded countries can cooperate to shore up international security and stability. Ms. Samson spoke on the panel, “Enhancing space law and regulation and building norms of responsible behaviour in space – a collaborative approach to stability in space.”

Ian Christensen Speaks at GNOSIS Annual Conference 2022: "Space Sustainability for the Next Decade (and Beyond)"
Director of Private Sector Programs, Ian Christensen, spoke at the annual conference of The Global Network on Sustainability in Space held in Coventry, United Kingdom from November 30th to December 1st, 2022.  Mr. Chistensen spoke as part of the panel session on “Security Sustainability: Sensors Around the World” where he addressed policy considerations driving the need for improved space situational awareness capability.

Krystal Azelton Spoke on Space Weather at the New Space Economy (NSE) Expoforum
Krystal Azelton spoke about international cooperation and space weather on the panel, "Space Weather: Effects and Threats" at the New Space Economy (NSE) Expoforum. This roundtable will discuss opportunities for local services and potential new stakeholders for the current institutional projects responsible for monitoring and alert systems. Ms. Azelton's remarks focused on the need to improve policy cooperation and modeling on space weather in the areas of raising awareness among a wider array of stakeholders and the need to better understand the role space weather plays in space situational awareness. Other speakers included Roberto Aceti from OHB Italy, Pierfrancesco Coppola from the Italian Ministry of Defence, Carla Filotico from Spacetec, and Marco Aliberti from European Space Policy Institute.

Brian Weeden Gives Lecture on Future Conflict in Space for Schriever Space Scholars
Dr. Weeden gave an invited lecture on what future conflict in space might look like to the Schriever Space Scholars, a space-centric military developmental education program hosted by Air University’s Air Command and Staff College in Montgomery, Alabama. Dr. Weeden also sat on in several student seminars to discuss issues ranging from counterspace capabilities to conflict in space to space sustainability.

Ian Christensen Speaks on Large Constellations at Abu Dhabi Space Debate
Ian Christensen spoke as part of the discussion session entitled “The Big Debate: Managing The Mega Challenges That Come With Megaconstellations” at the Abu Dhabi Space Debate event held in the United Arab Emirates on December 5-6, 2022. This panel discussed the challenges of deploying large satellite constellations while ensuring both benefit to society and the continued sustainability of the space domain. Other speakers include LeoLabs, Look Up Space, OneWeb, Privateer Space and Yahsat.

Victoria Samson Speaks at Atlantic Council Event on Space
Victoria Samson spoke at an in-person event held by the Atlantic Council Scowcroft Center’s Forward Defense Forum on December 6, 2022.  The event, “Securing Space: Preparing for Future Space Contingencies,” had defense experts and officials discuss the transforming space threat environment and its implications for the future of space security. Victoria Samson spoke on a virtual panel hosted by the Center for the Study of the Presidency and Congress (CSPC), "Space Issues for the Next Congress." Peter Martinez participates in U.S.-Africa Leaders Summit
Dr. Peter Martinez participated in a panel on space and the SDGs at the U.S.-Africa Space Forum held in Washington DC on 13 December as part of the U.S.-Africa Leaders Summit. Dr. Martinez also met with the heads of various African space agencies to discuss SWF programs and potential areas of cooperation.

Peter Martinez delivers invited luncheon keynote at the 2022 Galloway Symposium
Dr. Peter Martinez delivered an invited lunch keynote address on  "Threats to space systems and multilateral efforts to address those threats” at the 17th Annual Eilene M. Galloway IISL Symposium on Critical Issues in Space Law, held in Washington, DC on the 13th of December. Dr. Martinez referred to the ongoing multilateral discussions on norms of responsible behaviour in space and referred to the growing number of countries that have committed not to conduct direct-ascent anti satellite tests as an example of an emerging norm.

Peter Martinez participates in U.S.-Africa Partnerships in Space panel
SWF Executive Director Dr Peter Martinez presented a pre-recorded contribution in a panel discussion on U.S-Africa Partnerships in Space, held as an outreach activity in support of the U.S.-Africa Leaders Summit. Dr Martinez discussed the elements of a sustainable space ecosystem.
