Insight - SWF Hosts Summit for Space Sustainability

On June 25-26, 2019, Secure World Foundation held the inaugural Summit for Space Sustainability at the National Press Club in Washington, DC. Our creation of the Summit was driven by the rapid growth in both the number and diversity of space actors, the emergence of new kinds of space activities, and the resulting space sustainability challenges posed by these developments. These changes are driven by commodification and globalization of space technologies, increased public and private investment in space, and growing awareness of the value of space for security and socio-economic benefits on Earth. The increase in the number of stakeholders benefiting from space systems has exposed the challenges that existing legal, policy, technical, and operational regimes face in ensuring the long-term sustainability of the space environment.

Space sustainability has greatly increased in salience as a policy topic over the past decade, but this growth in awareness has not always translated into definitive action. Additionally, the linkages across a variety of space sustainability issues and initiatives are not always clear, even to those focused on this field. With the aim of stimulating fresh ideas and dialogue, the Summit combined thought-provoking and diverse perspectives, including international viewpoints not often heard in the United States, which encouraged fresh thinking, audience participation, and solution-building.

SWF Young Professional Scholarship Recipients Announced
SWF is pleased to announce the recipients of the Young Professionals Scholarship for travel funding to attend and present their papers at the 2019 International Astronautical Congress (IAC) in Washington, DC, USA. The recipients are: Thea Flem Dethlefsen, Agbadi Mustapha Eleyawa, Deepika Jeyakodi, Julius Kimani, Senjuti Mallick, Melanie Maurer, Ermanno Napolitano, Ingrid Oliveira, Ufuoma Ovienmhada, Rob Ronci, Claudiu Mihai Taiatu, and Natalia Indira Vargas Cuentas.

Challenges for ensuring the security, safety, and sustainability of outer space activities
Against the backdrop of the 50th anniversary of the first human landing on the moon, Executive Director Peter Martinez examines the challenges facing humankind as we expand the sphere of human economic, political and social activity beyond low Earth orbit over the next 50 years. Analysis of the Potential Misuse of Commercial Dual-use Technologies for Satellite Servicing
SWF sponsored a group of three graduate students from the Elliott School of International Affairs at George Washington University to study the potential risks with misuse of commercial rendezvous and proximity operations (RPO), on-orbit satellite servicing (OOS), and active debris removal (ADR) capabilities. The students - James Alver, Andrew Garza, and Christopher May - surveyed experts from across the space sector for their perspective on the likelihood and potential threat of these commercial capabilities being used for offensive military weapons, along with recommendations for ways to mitigate those risks. The study found that it was very unlikely governments would choose to use these commercial capabilities as military weapons because of the strong likelihood of detection and attribution and their low effectiveness. Role of Investor Sector in Encouraging Responsible Space Operations Discussed at Workshop in Tokyo, Japan
Secure World Foundation, in partnership with Japan's Spacetide Foundation, organized a one-day workshop to discuss the ways in which the investor/lender community could work with industry to encourage responsible space operations practices. Participants in the workshop included a mix of public and private sector investors from Japan, Europe, and the United States; government agencies involved in Japanese commercial space related policy; and a mix of early stage space companies from both Japan and the United States. A key theme that emerged from the discussion was the importance of establishing responsible behavior early in the culture of a company; and the role investors and existing companies can play in spreading that operations culture across a growing and diversifying space community. For more information, including the agenda and a forthcoming summary report, please visit the event page here.

SWF Participates in ISU Space Studies Program 
SWF Space Law Advisor Chris Johnson delivered a Core Lecture entitled “Emerging Space Players” on July 15 at the 2019 ISU Space Studies Program (SSP) in Strasbourg, France. He also served as a Guest Lecturer in the Space Policy, Economics, and Law department (chaired this year by SWF Advisory Committee member Tanja Masson Zwaan). SWF’s Human Resources Manager Nicole Nir is also attending this year’s nine-week long international, interdisciplinary, and intercultural summer course on all aspects of space activities, held at the ISU Central Campus in Strasbourg.
