Insight - Norms of Behavior in an Increasingly Commercialized Space Domain

Change is the operative word in the space sector today, as uses and users of space diversify. New actors, technologies, and applications are changing the way in which society interacts with, operates in, and benefits from the space environment. Since the beginning of the Space Age in the late 1950’s, space has gradually shifted from a domain dominated by two superpowers, then broadened through civil, security, and scientific utilization, to a now multi-user environment with commercial, academic, civil, and security benefit. As the former U.S. Deputy Assistant Secretary of Defense for Space Policy, Douglas Loverro, writes in a recent edition of The Space Review

…[S]pace has moved from being solely the means by which two superpowers warned of, guarded against, and executed nuclear war, to an internationally vibrant and expanding economic nexus, a means for conducting routine national security and military missions, and an interconnected infrastructure that literally empowers the way of life of the earthbound citizenry who depend upon it.

This change has accelerated in recent years and will continue to do so. Driven by reductions in cost, commoditization of electronics, increases in computing power, and mass market uptake of information and communications technologies, the commercial use of space is increasing – and doing so in innovative ways that challenge traditional approaches to operations...continue reading.

SWF Discusses Best Practices for Cubesat Launch, Deployment, and Disposal at 2017 SmallSat Conference
The annual SmallSat Conference in Logan, Utah has become the premier gathering of companies, educators, hobbyists, and governments developing cubesat and small satellite technologies. For the third year, SWF had a significant presence at the 2017 SmallSat Conference, held from August 5-10, which had record participation from over 3,000 people from 40 different countries. 

SWF organized two side events during the week. On Monday, August 7, Director of Program Planning Brian Weeden moderated a side meeting to discuss best practices for the launch and deployment of cubesats. More than 40 participants listened to presentations from representatives of the US Air Force's 18th Space Control Squadron, Nanoracks, and Planet share their expertise and lessons learned about the process of launching and deploying cubesats, particularly in large constellations. On Thursday, August 10, Project Manager Ian Christensen moderated a second side meeting to discuss best practices for cubesat post-mission deployment (PMD). The invite-only meeting brought together experts and operators from the cubesat community to discuss current compliance with debris mitigation guidelines and steps that can be taken to improve awareness of PMD best practices.

The Role of Norms of Behavior in Preparing for a Normalized Space Domain
With increasing talk of space becoming a "normalized" domain of human activities, space is becoming more globalized, commercial, transparent, and interdependent. These trends will result in increased benefits from space on Earth as well as several significant challenges that will need to be overcome.

SWF Director of Program Planning Brian Weeden gave a presentation discussing these trends and their implications at the weekly Pentagon Joint Space Team meeting on August 16, 2017, in Washington, DC. Dr. Weeden's presentation focused on the need to enhance norms of responsible behavior in space to help manage the challenges from a normalized space domain, and outlined several initiatives SWF is involved in to help establish such norms. These include SWF's Handbook for New Actors in Space, participation in the United Nations discussions on guidelines for the long-term sustainability of space, and Dr. Weeden's participation in the MILAMOS Project on international law and military space activities.
