2012 OOS and ADR Scenario Workshop

SWF hosted a half-day, closed-door discussion of potential on-orbit satellite servicing (OOS) and active debris removal (ADR) scenarios. Attendees included representatives from commercial industry, space insurers, U.S. regulatory and policy agencies, NASA, the Department of Defense, the Defense Advanced Research Projects Agency (DARPA), as well as experts in the fields of space policy, space law, and space operations.

The discussion centered around four scenarios of possible ADR or OOS activities in space and the regulatory or policy challenges they might pose if conducted by U.S. companies. Key areas highlighted included sovereignty of space objects, liability, licensing, and spectrum allocation.
